T
his is the year we will see some of the big developments in the Retail Precinct come to stream. Nick Hunt's BNZ Square development facing Hereford Street is finished and now houses a whole host of government departments filling its office space. The Hereford Street ground floor has focused on various food options and this I see as the future focus of Hereford Street. The second half of Nick Hunt's BNZ Square facing Ballantynes in Cashel Street will be finished late this year, bringing more office workers, retail and the return of the first new laneway between Cashel and Hereford Streets. Tim Glasson's ANZ Centre, on the former Triangle site, is well on its way and is due for completion also late in 2016. The principal office tenants here will be ANZ and Beca. Philip Carter's Crossing development is progressing very well. The huge steel structure now visible on site is the 600 bay car park which is due to open in October 2016 in time for the Christmas season. They have also started work on refurbishing the existing buildings on the corner of Cashel and Colombo Streets. This will be a fantastic addition to our CBD and will open progressively in 2016 and 2017. The council's Lichfield Street car park is now fully demolished and council is close to concluding a partnership deal with the private sector to rebuild this parking building. Grand Central office building on Cashel Street next to the Break Free hotel is also well advanced. It is due for completion late in 2016 and will bring another whole host of government departments to our CBD. The huge Justice Precinct is flying along and will finish in late 2016 and early 2017. This covers an entire city block bounded by Lichfield, Colombo, Tuam and Durham Streets. It's a very interesting set of buildings all linked with air bridges. Significant buildings are being built right now along Cambridge Terrace by Ngāi Tahu and the new Price Waterhouse building. By the end of this year we really will have a strong, new CBD.

M
uch is being made of the whole accessible city impetus in Christchurch, with the apparent provision of a high quality walking and cycling network around the core and the wider central city. Well, if that's really true, then what on earth is CERA thinking of in its South Frame proposal announced with much congratulatory back slapping last November? It beggars belief. In 'official speak' this frame is designed to become a regenerated area for business, education, health activity and central city living. In theory, it's to be a network of public spaces that will link pedestrians and cyclists with the health precinct in the west and the Innovation Precinct in the east – around High Street. But as much as I commend a lot of the blueprint, there needs to be some vigorous debate over the South Frame and its pedestrian routes. What's proposed is a pedestrian strip called the Greenway running parallel down the middle of the block of buildings between St Asaph and Tuam Streets – from the Innovation Precinct to the Archibalds car dealership where it hits a dead end. There's no connectivity between the various blocks and you'll also have to zig zag along a series of busy intersections to get to a controlled crossing and ultimately reach the hospital. So if you walk along here to or from the health precinct, you'll most likely have a pretty unscenic view. Yes, yes, CERA tells us it will be encouraging adjacent activities and businesses to 'spill out' into the lanes, 'creating a vibrant and engaging space'. But who's going to pay for that and won't it just create one big wind tunnel? For the life of me I can't understand it when the alternative is blatantly so much better. Would it not be far more attractive to walk along Tuam Street from the Innovation Precinct, take a right at Durham Street and then wander around the river and enjoy the beauty of that boulevard? After all, in the blueprint for Christchurch, much has been made of better celebrating the river and the Government is spending over $100 million on the Avon River Precinct. Making the most of one of the city's prized assets is a sentiment you'd be mad not to agree with.

he current economic environment is extremely volatile. In a city economy where $100 million a week is being spent on the rebuild there are always issues with companies gaining or losing market share, growing too quickly, not growing fast enough, or just generally not having the business support systems in place, in such a busy market, to operate effectively. We are all aware of the issues facing dairy farmers and the consequences of that as it flows through the wider rural and indeed urban economies. There are some valuable disciplines that businesses can put in place to ensure they minimise their exposure in such an environment: 1. “Trust your gut”; if you think something is wrong, then it probably is. 2. Watch your cash flow more closely than ever. Businesses do not survive on negative cash flow and in a volatile environment quite often cash flow gets away on you. If you are growing it can be chewed up by increasing resources and if you are standing still, it just tends to dry up. 3. Watch your debtors and creditors. Look for any signs of trouble in any of the companies that owe you money. Things such as surprising delays in payment or excuses for not paying should be monitored assiduously and dealt with openly. 4. Work on a “no surprises” relationship with your bank. Your bank is a trusted business partner who is likely to assist you through difficult times if you have been very honest and have kept them informed on any pending problems that your business may be facing. They just do not like surprises. 5. Lastly, protect your trusted relationships. Business relationships that have been built up over years are extremely important in the context of a volatile environment. Working with people you trust and having people trust you means that you can have some give or take as circumstances arise. Integrity, honesty and accountability are important ingredients in trusted relationships. These disciplines are good business practice but in a volatile environment they should be given more emphasis than usual.

he recent anniversary of the February 22 earthquake gave us a chance to reflect on how Canterbury has grown. While the city and its communities were devastated five years ago, the changing face of Christchurch means a number of new facilities for young and old are helping to shape the city. One of these is the Margaret Mahy Family Playground which was opened in December last year and it's been pleasing to see the popularity of this facility. Every time I visit Christchurch the playground appears overrun with children and adults, all enjoying the play equipment and the green space. The playground's opening coincided with the summer school holidays and was visited by around 100,000 people in the first seven weeks it was open. That's a fantastic response to this key Anchor Project. Visitors in the past few weeks will have seen the next stage coming to life, with the installation of three large towers. These tall climbing structures, along with an eight metre spiral slide, will be ready for action in the next month and will add another dimension of fun. The punt stop on the edge of the playground has been redesigned too, meaning visitors will be able to arrive by boat. As an addition, a large family barbeque area will be installed for spring, which will be a welcome and popular addition for those using the area. This inner city adventure centre has not only created hours of fun for children and families, but it has also boosted the retail sector nearby. Cafes in New Regent Street have shared anecdotes of being run off their feet over the school holidays, as parents drop in for a coffee after coming to the city to visit the playground. The Christchurch Central Recovery Plan and the Blueprint for the new central city were designed with a goal of reinvigorating the CBD. Opening the playground has started to show how that thinking will work and how it makes a difference to the city's growth. Construction work on the East Frame residential area will start before October with hundreds of new residents moving in within 18 months. These inner-city dwellers will have a front row seat to watch the city's continued growth, but importantly, will be a key part of the regeneration. The Justice and Emergency Services precinct remains on track to be completed by early 2017, with the $300 million precinct bringing court, justice and emergency services together into one modern building, right at the heart of the city. I hope that families will see the growth of the central city as a great opportunity to live and work centrally, and will take advantage of these new facilities right on their doorstep.

n rebuilding Christchurch, the city has a rare chance to build in a sustainable, creative and people-centred way. We can create a city that is so much more than a simple re-construction of buildings and transport links. Christchurch could be a city that leads New Zealand in the way its residents live, work and play; with a vibrant and liveable inner city that attracts investment, visitors and new businesses. Unfortunately, we are not making the most of this opportunity. We're still waiting for the Government's muchvaunted convention centre on the block formerly occupied by Farmers and the Central Library. Projected costs for this anchor project exceed $280 million; $15 million has been spent on consultants but the public has yet to see a business case. We need to know whether the convention centre stacks up commercially; whether it will consistently deliver substantial extra tourist dollars or simply compete with Auckland and Queenstown for a slice of a limited business tourism market. Will the returns justify the public investment or is National foisting an ugly and expensive white elephant on a critical site in the central city? Christchurch used to bring in tourists for quite different reasons – its beautiful neo-gothic stone buildings, city gardens and the rivers. Visitors came for the Cathedral, the Arts Centre, the Art Gallery, the Canterbury Museum and the Botanic Gardens. Some of the city's greatest assets and attractions were and are in the environment and its cultural life. Government spending on the anchor projects needs to recognise this. We need much more openness from Government and more public input on what's proposed for the convention centre. Is the secrecy because National is involved in another shabby back-room deal with a major corporate as it did with the Sky City convention centre in Auckland? Now that the Greens and Labour have negotiated more local input for Christchurch in the regeneration process, the Government and new Crown company Ōākaro Ltd needs to involve and consult the public on the anchor projects.

he passing of the Regenerate Christchurch Bill through Parliament is a big win for Canterbury. Not only was it one of those rare bills that got unanimous support from every party in Parliament, but the process of getting the bill passed also saw significant improvements that will hopefully lead to a faster, more locally led recovery. Parliament's unanimous support for the bill came after the Government's decision to put up significant amendments that empowered local agencies and saw the Minister give up large amounts of the emergency powers he has wielded for the last five years. This means two positive things for the direction of our city. Firstly, the unanimous vote shows Cantabrians that all parties are united in a desire to see the Canterbury Recovery sped up and more certainty given to local businesses. Unanimous agreement on the way forward means the direction of the recovery will not be changing wildly come election time. Secondly, the substantive amendments agreed to by the Government have gone a long way to empowering local leadership and giving them the tools to speed up the recovery. Labour originally withdraw our support of the Bill because the Government was proposing a continuation of the kind of top down, Wellington driven recovery that has led to so many frustrations and delays for local people. Under the Government's original plan, it was to be the Minister in Wellington who was given the task of assessing, combining and approving the different recovery plans put up by agencies like the City Council or Regenerate Christchurch. Under the alternative model that we supported, Regenerate Christchurch, as the chief local recovery agency, would take a lead developing a single, unified plan. It was very encouraging after a few weeks of negotiation to see the Government come around and support this model. What this is going to mean is that smart local people like Andre Lovatt who have a track record of making things happen, are going to be given much more of a say in the direction of the recovery. After years of frustration and delay, it's a very pleasing sign and one that bodes well for a faster recovery in the future
